Starting February 2026, the Lagos State Government will introduce an automated platform to manage approvals for telecommunication infrastructure projects, eliminating almost all manual processing.
Called the Telecommunication Infrastructure Regulatory System (TIRS), the platform was announced by the General Manager, Prince Oyekanmi Elegushi.
Elegushi said the platform will streamline the approval of permits for masts, towers, and right-of-way for fiber optic cables, ensuring full compliance with state regulations and technical standards.
He added that TIRS will enhance transparency and accountability by reducing human interaction in the process by 99%.
“With TIRS, telecom companies will apply for infrastructure permits entirely online, cutting down physical visits and delays,” he said.
According to LASIMRA, all departments and units of the agency have undergone comprehensive training on the system’s operations to ensure a seamless rollout. The training covered both technical and administrative applications of the new digital tool.
Elegushi reaffirmed LASIMRA’s commitment to fostering an investor-friendly environment for telecom operators, noting that the automation drive aligns with the state’s broader goal of adopting digital governance and improving public service delivery.
In recent years, LASIMRA has intensified regulatory enforcement, decommissioning over 95 illegal or unsafe masts and towers across Lagos and identifying 20 more for removal after safety investigations.
In January, the agency began the Lagos City Mast and Tower Enumeration Project, in partnership with the Association of Licensed Telecommunications Operators of Nigeria (ALTON) and the Nigerian Communications Commission (NCC) to build a database of all telecom structures in the state.5G Network Solutions
The new TIRS platform is expected to strengthen these oversight efforts while improving efficiency in the approval process.
